The villain is a pentagram loving gang leader (Billy Drago) who would be more at home in the world of The Crow, the cops are unimaginative automotons, and you can tell who's in a gang and who's not by whether they wear leather or denim jackets.

Drago is probably the best thing about this movie, throwing strong psychotic vibes in every scene he appears. Sherilyn Fenn does a fine job in an uninspired supporting role, but isn't given much to work with. I don't have anything to say about the lead brothers, which is the real problem. The acting isn't bad, there's some alright action, but the characters and universe are flat and I just don't care about them.

Not great.
